面對經(jīng)濟(jì)全球化，我國亟需一大批熟悉法律且精通外語的專業(yè)人才。教育部
2001年的《關(guān)于加強(qiáng)高等學(xué)校本科教學(xué)工作提高教學(xué)質(zhì)量的若干意見》(2001年4
號文件)，明文要求法學(xué)專業(yè)開設(shè)雙語課程需達(dá)到所開課程的5％一10％。隨后，
教育部在對全國普通高校教學(xué)工作水平評估的指標(biāo)體系也貫徹了該要求，雙語教
學(xué)情況已單獨(dú)成為44個觀測點(diǎn)之一，法學(xué)專業(yè)的雙語課程需達(dá)到10％以上方可
獲得“優(yōu)秀”評價。2007年教育部第1號和第2號文件與此一脈相承，均將推動雙
語教學(xué)的課程建設(shè)，作為高等教育“質(zhì)量工程”的重要內(nèi)容。
法學(xué)有其獨(dú)特的概念體系，其中不乏艱深晦澀的專業(yè)術(shù)語，閱讀中文往往令人
生畏，要在英文背景下講授和學(xué)習(xí)，學(xué)生輕易就墜人云山霧海。自2002年起，我就
著手編寫適合全英教學(xué)和雙語教學(xué)的法學(xué)教材，在法律出版社丁小宣先生的大力
支持下，《簡明中國法》(英文版)于2003年與讀者見面了，并受到廣泛歡迎。2006
年該教材獲司法部全國教材與科研成果優(yōu)秀作品獎，并人選教育部“十一五”國家
級規(guī)劃教材。為更好地適應(yīng)教學(xué)的需要，結(jié)合讀者的反饋情況以及立法的最新發(fā)
展，我決心重編該教材，并得到法律出版社的高度認(rèn)同。修訂后，中文更名為《中
國法概論》(英文版)，英文仍沿用“Concise Chinese Law”，更為貼近國內(nèi)高校的人
才培養(yǎng)計劃。
本書圍繞部門法的邏輯體系展開，涵蓋憲法、民法、商法、刑法、程序法和國際
法，共分16章，講述了最基本的中國法律制度和法學(xué)原理，反映了我國立法的最新
發(fā)展。本次編寫仍維持了簡約風(fēng)格，尤其是精心設(shè)計了162個圖表(116個表和46
個圖)，化繁為簡，繪聲繪色，簡明直觀，可極大地提高閱讀效率。囿于篇幅，大多
數(shù)案例只能忍痛割愛了。為了更好地滿足教學(xué)之需，這次還專門為每課配有法律
術(shù)語的中文注釋和練習(xí)題，并在書后附參考答案。
最后，我謹(jǐn)向多年來關(guān)心本書的專家學(xué)者和讀者，以及法律出版社對我國法學(xué)
全英和雙語教學(xué)事業(yè)的鼎力支持表示誠摯的感謝。
